Is this the official SCEP inspection?

No. OWL TOWER GROUP provides a private contractor-led readiness walkthrough. Only LAHD performs the official inspection and determines compliance.

Which properties are generally covered?

LAHD generally describes SCEP as covering residential rental properties with two or more units on a parcel and at least one unit rented or offered for rent. LAHD determines applicability and exemptions for a specific property.

What do I receive?

A written SCEP Readiness Report for visible, accessible areas with photo findings, priority, likely trade, apparent permit or professional flags, and recommended next actions.

Can you guarantee a pass?

No contractor can guarantee a future City result. We reduce avoidable surprises; LAHD makes the final determination.

Can Owl Tower perform repairs?

Authorized General Building work can be separately scoped and performed within the CSLB classification, with properly licensed trades, permits, and design professionals added as required.

Can I start if I live outside Los Angeles City?

Yes. Intake can start from anywhere. The rental property—not the owner’s location—must fit LAHD jurisdiction and the program.
